Wednesday's Whatizzit?

I found this in the woods here. My mister and my dad both say it's old electrical stuff. The mister says possibly old wiring from the house, dad says possibly part of an old electric fence. So, whatwhichizzit? Holler in the comments if you know more. Thanks!
